Helping Build a More Business-Friendly CBRM

The CBRM Business-Friendly Report Card is an annual initiative of the Cape Breton Regional Chamber of Commerce that gathers direct feedback from local businesses on the conditions affecting growth, investment, and day-to-day operations.

The Report Card helps identify what is working, where improvements are needed, and how the Chamber can advocate for practical solutions that support a stronger business environment across the CBRM.

Launched in 2025, the Report Card established a baseline for understanding local business experiences. Each year, the survey will help track progress, identify recurring challenges, and strengthen constructive dialogue with municipal decision-makers.

Measures Business Experience

The Report Card gathers direct feedback from businesses on local conditions, services, processes, and challenges that affect their ability to operate and grow.

Identifies Barriers and Opportunities

The results help highlight common issues, emerging priorities, and opportunities to improve the business experience across the CBRM.

Guides Chamber Advocacy Priorities

The feedback informs Chamber advocacy, policy discussions, municipal engagement, and future recommendations to decision-makers.

2026 Survey Now Open to Chamber Members

Chamber members are encouraged to check their inbox and complete the 2026 CBRM Business-Friendly Report Card survey.

This year’s survey builds on the 2025 Report Card with an added focus on business confidence and growth, including workforce challenges, investment intentions, expansion plans, and perceptions of CBRM as a place to start, grow, or invest in business.

What the Report Card Looks At

2025 CBRM Business-Friendly Report Card

The 2025 CBRM Business-Friendly Report Card established the Chamber’s first baseline for understanding business experiences across the municipality.

Based on feedback from 31 Chamber members, the report measured key areas including barriers and costs, transportation and infrastructure, crime and safety, and communication and engagement. As an annual initiative, the Report Card will help track progress and guide evidence-based advocacy.

Turning Feedback Into Advocacy

The Report Card is more than a survey. It gives the Chamber member-driven insight that can be used in meetings, submissions, roundtables, and policy discussions.

Following the 2025 Report Card, the Chamber submitted the findings as part of the 2026 municipal pre-budget process, bringing forward recommendations on permitting, taxation, infrastructure, safety, and communication.
